Jess Turner is Executive Vice President and Global Head of Open Finance & Developer Experience at Mastercard and a member of the company’s Management Committee. She leads Mastercard’s global Open Finance business and drives the development of innovative products and technologies that advance a more open, secure, and inclusive data ecosystem. She also oversees Developer Experience, shaping how developers discover, build, and scale with Mastercard through a modern platform focused on simplicity, speed, and trust. This includes driving foundational innovations such as Insight Tokens, Mastercard’s secure and scalable data access model, the evolution of Mastercard’s MCP framework to support consistent, highquality integrations, and the expansion of agentic capabilities that allow intelligent, automated interactions across Mastercard services.
Jess is a seasoned leader across payments, data, and digital innovation. She previously served as Executive Vice President of New Digital Infrastructure and Fintech, where she led strategy and commercialization for blockchain, digital assets, crypto, and open banking. She also helped accelerate fintech innovation through Mastercard’s global startup engagement program, Start Path.
Since joining Mastercard in 2006, Jess has held leadership roles spanning customer engagement, product development, and global market expansion. She has worked closely with banks and telecommunications partners to deliver card and digital solutions, and has driven payment experiences across developed and emerging markets. She also has extensive experience working with key issuers globally and advancing the company’s inclusive growth strategy in North America. Prior to Mastercard, she held leadership roles at Affinion Loyalty Group after beginning her career at Capital One.
Jess is a dedicated advocate for women in technology and the payments industry. She previously served on the PayTech Women board, and currently sits on the boards of CNO Financial Group and Make-A-Wish Philadelphia, Delaware & Susquehanna Valley. She is also a contributor to the Forbes Technology Council and an alumna of the Vanguard Leadership Program.
