The Government of the Republic of Moldova and Mastercard Launch Digital Country Partnership

The Government of Republic of Moldova and Mastercard, a global technology company in payments industry, have announced the launch of the Digital Country Partnership program in Moldova. The initiative was announced on the sidelines of Moldova Digital Summit in June.

This initiative is designed to accelerate the country's digital agenda by leveraging Mastercard's global expertise, innovative payment technologies and data-driven insights to expand inclusion, empower businesses, and enhance the efficiency and accessibility of public services.

The most innovative ideas, technologies and expertise are created through collaboration, which is why we are building strong partnerships with global leaders such as Mastercard. Through the Digital Country Partnership, we will accelerate access to digital services, support entrepreneurs and SMEs, and promote secure, cashless interactions between citizens, businesses and government. Together, we are building a more connected, efficient, and inclusive digital future for Moldova,” emphasized Eugeniu Osmochescu, Deputy Prime Minister and Minister of Economic Development and Digitalization of the Republic of Moldova.

The collaboration between the Government of Republic of Moldova and Mastercard will focus on five key pillars that will foster the growth of an inclusive and secure digital economy in Moldova.

• Digital Economy Enablement: identifying areas for potential cooperation on modernization of the policy framework required to enable the digital economy and cashless participation, including digital payments, digital identity, EUDI wallet development and remote onboarding, in order to improve ease of doing business, transparency, and formal economic participation.
• SME Digitalization: advancing the digital transformation of small and medium enterprises to increase productivity, competitiveness, and resilience of the SME sector through scalable digital solutions and data driven approaches.
• Inclusive Participation in the Digital Economy: enabling freelancers and independent professionals to participate in the digital economy through payment acceptance solutions and simplified onboarding; promoting financial literacy, compliance, and transparency.
• Strategy, Research, and Capability Building: development of a framework for evidence based policymaking and sustainable execution capacity through research, analytics, strategic advisory, and knowledge exchange.
• Digitalization of Consular Services and Cross Border Public Payments: digitalization of consular and diplomatic services through the introduction of secure, transparent, and cashless payment acceptance mechanisms for public fees and services.

Digital country partnership program establishes a five-year framework for cooperation and foresees further definition of specific work streams across key areas involving both public and private sector participants.

For more than 25 years, Mastercard has been supporting Moldova’s digital transformation by introducing innovative payment solutions, fostering financial inclusion, enabling digital commerce, and collaborating with financial institutions, businesses, and public sector stakeholders to modernize the country’s payment ecosystem. The Digital Country Partnership marks a new chapter in this journey, creating a framework for deeper collaboration to accelerate digital innovation and unlock new opportunities for citizens, businesses, and government institutions.
