Mastercard Becomes Partner in Pilot Launch of eCheck, Government Digital Receipt Service
February 20, 2026Ukraine has started the implementation of eCheck, a government digital receipt service. The pilot program is now available to customers of Privatbank, FUIB, VST Bank, and monobank at Aurora, Fora, and Auchan retail chains, as well as Ukrnafta gas stations. Mastercard serves as the program's technology and operational partner.
eCheck provides consumers with digital access to a fiscal receipt after paying by card in-store or online. As before, the receipt is fiscalized by the merchant and stored in the government accounting system, while consumers can now view it in their bank’s mobile app. During the pilot phase, both paper and digital receipts will remain available to users.
For consumers, eCheck provides convenient digital access to receipts without the risk of losing them — for returns, warranties, and expense tracking. For merchants, it helps reduce costs associated with paper, printing, and cash register maintenance.
The eCheck initiative is implemented by the Ministry of Economy, Environment and Agriculture of Ukraine in cooperation with the Ministry of Digital Transformation of Ukraine, the Ministry of Finance of Ukraine, the State Tax Service of Ukraine, and the National Bank of Ukraine, with the support of Mastercard.
"We are launching eCheck in real-life setting — in major retail chains, at gas stations, and together with banks that serve millions of people daily. The pilot allows us to test the service in practice and prepare it for scaling. In the future, this could result in significant savings for businesses, which currently spend millions of hryvnias each year on printing receipts. Moreover, the thermal paper used for receipts typically contains bisphenols that cannot be recycled," said Oleksii Sobolev, Minister of Economy, Environment and Agriculture of Ukraine.

With eCheck, banks will also be able to enhance digital engagement with their customers, while merchants can reduce operational costs related to receipt printing and strengthen environmentally responsible business practices. Businesses Are Invited to Join eCheck
The pilot testing is open to businesses that use registrars of settlement operations (RRO) or software registrars of settlement operations (PRRO) and accept card payments. Participation in the program is voluntary and allows businesses to prepare for the full rollout of digital receipts.
To connect eCheck, businesses need to submit an application, configure their RRO/PRRO, and train their staff accordingly.

The implementation of the eCheck program will be phased and will include the onboarding of a broader range of banks and merchants at next stages. The Government approved the resolution authorizing eReceipt in December.
