EGA and Mastercard join forces to promote digital payments and financial inclusion in Moldova

Chisinau, September 09, 2025 – The e-Governance Agency (EGA) and Mastercard, a global technology company in the payments industry, have signed a Memorandum of Understanding to collaborate on promoting digital payments in public services, fostering financial inclusion, and developing innovative approaches to modernize payment infrastructure and accelerate cashless adoption in Moldova.

The document, which outlines cooperation for two years, was signed by Nicoleta Colomeeț, director of EGA, and Irina Untila, Country Manager of Mastercard in Moldova.

The collaboration will focus on several key areas aimed at driving Moldova’s digital transformation. It envisages the implementation of innovative technologies for electronic payments in the public sector and expansion of digital payments through EVO and MPay, implementation of financial education initiatives including those for small and medium businesses, as well as the development of incentive programs (cashback, discounts) to encourage cashless payments.

Furthermore, as part of the Memorandum, EGA and Mastercard agreed to join efforts to advance cybersecurity strategies ensuring efficient and secure operations, and to explore the use of artificial intelligence for data analysis and informed decision-making.

Launched in 2024, the EVO app centralizes key interactions with the state and brings them to the citizens' phones. Integrated with the MPay government platform, it provides a simple way to pay for services, track payment history, and manage benefits by selecting accounts for receiving payments from the state.

The signed Memorandum of Understanding represents a strategic step towards promoting digital public services and is not an exclusive agreement.
